Executive Management


Regional San’s executive management team is comprised of highly experienced professionals who are devoted to our mission and vision.


Christoph Dobson

General Manager (District Engineer)

Christoph Dobson was appointed General Manager (District Engineer) in September 2021. In this role, Dobson oversees both the Sacramento Regional County Sanitation District (Regional San) and Sacramento Area Sewer District (SASD).

Prior to his role as General Manager, Dobson served for eight years as Director of Policy and Planning, where he oversaw long-range planning efforts, regulatory and legislative affairs, high-level policy development, and scientific research. Prior to that, he served for seven years as Director of SASD Operations, where he was responsible for maintenance and operations, safety and regulatory compliance, customer care, and engineering.


Glenn Bielefelt

Director of Operations

Glenn Bielefelt was appointed as Regional San’s Director of Operations in October 2020. In this role, he is in charge of operations, maintenance, engineering, administration, construction programs, and laboratory services for all Regional San treatment facilities.

Bielefelt began his career with Regional San in April 1994, where he served as Senior Civil Engineer in Operations Support. During this time, he worked in a lead role for construction coordination, operator training development, asset management, and special studies. In August 2010, he was promoted to the Operations and Maintenance Manager of Regional San treatment and conveyance facilities.



Director of Policy and Planning


Matthew Doyle

Director of Internal Services

Matthew Doyle was appointed Director of Internal Services in February 2020. As director, he’s responsible for overseeing information technology, fiscal administration, purchasing, warehouse, and training for both Regional San and SASD.

Prior to joining the executive management team, Doyle served SASD for 12 years as Safety and Regulatory Compliance Manager. In this role, he was responsible for the safety and wellness of more than 300 employees, ensured compliance with environmental regulations, and managed the Ordinance Enforcement Program. During his tenure with SASD, he established a proven track record of lowering SASD’s incident rate by 60 percent.  

Doyle began his public sector career with Sacramento County Airport Systems, and prior to that, he worked in the private sector in Silicon Valley managing a number of technology manufacturing departments. He holds a Bachelor’s Degree from California State University, Sacramento in Health Science with a concentration in Occupational Health and Safety.


Nicole Coleman

Public Affairs Manager

Nicole Coleman was hired as the Public Affairs Manager in May 2018. In this role, she is responsible for managing communications, media relations, stakeholder awareness, community engagement, advertising, and social media for both the Sacramento Regional County Sanitation District (Regional San) and the Sacramento Area Sewer District (SASD).

Before joining the executive management team, Coleman served Regional San and SASD for 11 years in various Communications and Media Officer positions. In these roles, her responsibilities spanned managing multi-faceted and comprehensive communications campaigns, media relations, stakeholder engagement, and advertising.
