Prabhakar Somavarapu was appointed District Engineer in June 2013. Somavarapu oversees the operations of both Sacramento Regional County Sanitation District (Regional San) and Sacramento Area Sewer District (SASD).
Ruben Robles serves as Regional San’s Director of Operations. In this role, he is in charge of operations, maintenance, engineering, administration, construction programs and laboratory services for all Regional San treatment and conveyance facilities.
Christoph Dobson was appointed Director of Policy and Planning in July 2013. As director, he oversees the long-range planning efforts, rate and fee development, regulatory and legislative affairs, scientific research, wastewater source control and high-level policy development for both Regional San and the Sacramento Area Sewer District (SASD).
Joseph Maestretti was hired as the Chief Financial Officer in April 2011. Prior to joining the team, Maestretti was employed with the City of Stockton starting in 1990. There he held multiple positions, including Capital Improvement Program Coordinator and ultimately Budget Officer. He also served the City as the Fiscal Manager of the Stockton Police Department from 1990 to 2006. Prior to that, Maestretti served as an Auditor and Audit Supervisor with the California State Auditor.
David O’Toole was appointed Director of Internal Services in June 2017. As Director, he oversees fiscal management, accounting, information technology, clerical, contracts, and purchasing for Regional San.
Nicole Coleman was hired as the Public Affairs Manager in May 2018. In this role, she is responsible for managing communications, media relations, stakeholder awareness, community engagement, advertising, and social media for both the Sacramento Regional County Sanitation District (Regional San) and the Sacramento Area Sewer District (SASD).
