New Environmental Regulations Require Higher Levels of Wastewater Treatment
In response to the decline of the San Joaquin-Sacramento Delta ecosystem and concerns over ammonia, nitrates and pathogens, a series of tough new water quality requirements were imposed on us by the State of California through our discharge permit . Significant upgrades to our wastewater treatment plant must be completed by 2021–2023. These upgrades, known as the EchoWater Project, are expected to cost about $1.7 billion to build and approximately $50 million in additional yearly operations and maintenance costs.
While funding the EchoWater Project has required several years of gradual rate increases, residential rates will now remain steady at the current level through June 30, 2022.

We are currently in the midst of the largest upgrade to our wastewater
treatment plant since its inception. These upgrades—known as the EchoWater Project—must be completed and operational by 2023, and the construction cost alone is between $1.5 and $2.1 billion.
MAY 2019 UPDATE: In March 2017, our Board of Directors approved a five-year rate increase plan, which included incremental annual rate increases through Fiscal Year (FY) 2021, to help pay for the mandated EchoWater Project. Regional San worked diligently to implement various cost-saving measures, including controlling project costs and securing a low-interest loan to help fund the EchoWater Project. As a result, in May 2019, our Board rescinded previously approved rate increases for the last three years of the five-year rate increase plan (FY 2019, FY 2020, and FY 2021). That means rates will stay at current levels through June 30, 2022.
