Effluent System Reliability Project
Regional San is currently undertaking a large effort to upgrade some critical components of the wastewater treatment plant. The Effluent System Reliability Project, which is an extension of the EchoWater Project, will replace 18 large valves that are part of the effluent discharge system, a critical component of the plant’s operations.
All 18 valves must be replaced before the new EchoWater Project nutrient removal facilities come on line, scheduled for fall 2019.
During the dry season months of 2018 (May to October) and again in 2019, Regional San will be installing these valves (24 to 96 inches in diameter) during a very complex and finely tuned replacement process that involves a lot of preparation, special equipment, and dozens of staff and contracted specialists. Diversion of all primary effluent (partially treated wastewater) into emergency storage basins will be required at times throughout the summer and early fall, beginning this month. This is necessary because flows cannot be sent through the effluent system while the actual valve-replacement work is being done.
Depending on weather conditions and prevailing winds, nuisance odors may be more noticeable in the surrounding local areas during the times when wastewater will be held in the storage basins. The dry months are the best time to do this work due to lower wastewater flows entering the plant, which means putting the least amount of wastewater in the storage basins as possible. We are making every effort to minimize the amount of time we need to use the storage basins, and we will attempt to reduce odors as much as possible through the use of chemical and other processes.
These odors do not present a safety hazard, but we recognize that they can be an annoyance to neighboring areas. We will be asking for the patience and understanding of the neighboring communities during this project. We understand the potential impacts this construction project may have on communities, and we will do everything we can to minimize them.
